He's in Nigeria but lives in Waco, TX. They won't cash his traveler's checks there. He needs some fast cash but doesn't trust the banks there for a loan.

You are being scammed if he says he can't cash travelers checks in Nigeria. Most foreigners in Nigeria use travelers checks as they don't want to carry cash with them. He can cash travellers checks at any Citibank branch, Thomas Cook offices, luxury hotels and some larger banks in Nigeria. Anyone saying they cannot cash travellers checks is scamming you, especially if this is somoene you only know online.
If he were really in serious financial trouble, he would just contact the US Embassy and apply for an emergency loan, using his travellers checks as collateral. The big banks in Nigeria are just as safe as in any other country. Banks like Standard Chartered, Citibank, Ecobank and United Bank for Africa are all major multinational banks that are as secure as any bank in the US or Europe.
Whatever you do, DO NOT send any money to this person

This isnt somebody saying they need to show money to fly out of the airport is it? If yes thats such a scam, there is no requirement to show money to fly out of nigeria or even pay a departure tax,
And travellers cheques can definitely be cashed at the airport at the currency exchange office in the arrivals hall of the international terminal. Thats where most foreigners cash their cheques upon arriving in Nigeria.

Unfortunately, you say the words "Nigeria" and "loan" these days and 99% of the people will think "SCAM".
Can't help with the "loan" aspect, but if you truly need to move cash quickly, you can wire via Western Union, but be prepared for some "fees" (hidden and otherwise) that will turn your head around.

I wouldn't waste my time, it's too much like a scam.
What kind of idiot travels to a foreign country without insuring they will be able to pay for things there? Even if he's sincere, he's a fool, and unlikely to pay you back.
If you still want to recommend things to him, tell him he should call his bank in Waco and ask them to wire money. No bank account? What kind of fool is this?
Other clues: how good is his English? Does he talk like a Texan? Does he say "gal" to refer to girls or women? Does he say "y'all" as a plural you? If he will call you, does he have a mild drawl?

Umm - I wonder why they don't trust a Nigerian person's money order? Perhaps it's because Nigeria has the #1 ranking for being scammers? IDK. I do know that I wouldn't cash them either.
He needs 'fast cash and a loan' too ? ROFL
And he doesn't trust banks there - hmm - I wonder why . . . (perhaps he's here illegally and it seems that he doesn't have any ID or anything). I could walk into my nak tomorrow and get a $20,000 loan no problem. I trust the bank, and they trust me. If you don't trust a bank (or can't even enter a bank due to your conscience, then welcome to poverty).

Unless you have met him in person here in the states first, you are probably dealing with a scammer posing as an American traveling in Africa.
