my friend has had his bank account blocked, they said there was to much transactions going on. why would the bank block this?

The bank do it to protect the account from unauthorised transactions, which ultimately cost them money as they are obliged to reimburse the customer.
Get your friend to ring the bank and they will sort it out.

It could be to protect your friend's account. If there is a lot of activity when there hasn't been before, the bank will assume that there is a chance someone else is using the account fraudulently and block it to stop any more purchases until it is established that it is the right person taking money from the account. Your friend should tell the bank that it is them and arrange to get it unblocked again.
